Role Title: Senior Director of Supply Chain

Location: Tullahoma, TN

Salary: $160,000 - $210,000 + Bonus

Develops strategic procurement direction and initiatives; ensures policies and procedures meet corporate goals in domestic locations; provides direction to Subcontracts, DBE Procurement, and engineering technical buying staff. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.

Responsibilities:

    • Develop long term strategic planning for global procurement team
    • Develops and implements purchasing policies in accordance with ISO
    • Leads key negotiation teams
    • Reviews and approves award recommendations exceeding $100,000
    • Oversees Subcontracts, Disadvantage Business Enterprise, and engineering technical buying activities
    • Develops strategies and tactics to optimize contract negotiations for maximum return on investment
    • Develops cost reduction/cost avoidance programs with emphasis on total cost impact (i.e., consolidation of supply orders/contracts, etc., via purchase agreements, purchasing card, etc.)
    • Selects key suppliers with input of Program Management and Quality for development of Master Purchase Agreements for critical systems/subsystem requirements for global application
    • Reviews critical procurement status information with senior management
    • Assists staff in resolving issues regarding supplier/subcontractor performance, including claims, changes, and termination's
    • Ensures the utilization of Disadvantaged Business Enterprises whenever possible in subcontracts and production purchases
    • Serves as the Company's liaison officer with transit DBE offices
    • Develops strategies for procurement portion of major proposals, including DBE compliance
    • Reviews Procurement audit results and recommends necessary actions
    • Reviews and approves terms and conditions and flow-down requirements with Legal
    • Reviews and approves contractual agreements and pro-forma documents
    • Provides guidance on proposal evaluation, negotiation, administration, including politically sensitive subjects
    • Develops/trains/disciplines Procurement staff
    • Researches training opportunities for company-wide staff
    • Establishes and performs to budget specifications (both organizational and program-related)

Minimum Qualifications

  • Four-year college degree, in a technical or administrative discipline, plus a minimum of twelve years of related procurement experience including management responsibility in procurement organization with total annual sales of $100M.
  • Must have extensive FAR/DFAR experience. SAP knowledge and experience highly desirable. Ability to establish policies and procedures, evaluation program effectiveness.
  • Ability to prepare, justify, and administer an organizational budget as well as to maintain material expenditure control.
  • Solid understanding of generally accepted procurement principles and procedures, including ethics, material management, transit regulations, and federal requirements.
  • Materials management certificate desirable. Knowledge of proposal evaluation and proven ability to negotiate effectively.
  • Ability to provide workable solutions to a wide variety of subcontractor/customer challenges. Demonstrated leadership ability.
  • Strong written and oral communication skills for interface with all levels of Management, both internally and externally.
  • Continuing education in procurement trends, transit requirements, etc. is expected.
  • NAPM courses and CPM are desirable. Must be available for travel both domestic and international. Must be available for domestic and international travel.
